【摘要】:1.1ThispracticeisintendedasacompanionstandardtoSpecificationE541,SpecificationforAgenciesEngagedinSystemAnalysisandComplianceAssuranceforManufacturedBuilding.SpecificationE541coverscriteriabywhichthetechnicalresourcesofagenciesmaybeevaluatedfortheircapabilitytoperformthesystemanalysisorcomplianceassurancefunction,orboth,intheevaluationandinspectionofmanufacturedbuilding.Thisstandardincludesquestionsthatshouldbeaskedofsystemanalysisandcomplianceassuranceagenciesinorderfortheadministrativeagencytoevaluatetheircompetency.PersonnelmattersarenothighlightedinthisstandardsincetheyarecoveredindetailinSpecificationE541.Thisisnotmeanttoimplythattheyarenotimportant.1.2Thepreferredmethodforutilizingthispracticeisforqualifiedpersonneloftheadministrativeagencytovisitthesystemanalysisandcomplianceassuranceagencies''headquarterstospeaktoqualifiedpersonnelandexaminepertinentrecordsanddocumentation.Alternatively,theevaluationmaybedoneatanylocationprovidedtheagencybeingevaluatedisfullyinformedastothematerialandpersonneltheywillneedtohaveonhandfortheevaluation.1.3Someofthefollowingwillnotbeapplicableintheevaluationofanagencythathasnothadpriorexperienceasabuilding-evaluationorganization.Itisnottheintentofthispracticetoprecludeacceptanceofsuchanagencyprovideditcanotherwisedemonstratethatitsorganizationalproceduresandexperienceinotherproductcategoriesandexperienceofkeypersonnelreflectakeenawarenessoftheproblemsandprocessesinvolvedinmanufacturedbuildingevaluationandthuswarrantacceptance.Insuchinstancestheadministrativeagencymaywishtoconsiderextendingprovisionalacceptanceoveradefiniteperiodoftime,duringwhichitisexpectedthattheagencywillhaveopportunitytogaintherequisiteexperienceanddemonstrateitscapabilitiesandcomplianceassurancefunctionsformanufacturedbuilding.1.4Failureofanagencytorespondsatisfactorilytooneormorecriteriainthefollowingshouldnotbesolecauseforrejection.Suchfailureshouldbebroughttotheagency''sattentionandbesubjecttoclosescrutinyduringsubsequentreevaluations.1.5Thispracticeisintendedtoachieveuniformityintheregulationofmanufacturedbuilding.Itmaybenecessarytomakechangesandmodificationsinordertoadapttolegislativeorotherregulatoryrequirementsofsomejurisdictions.1.6Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
